A confident, charming figure with deep roots in Vice City's criminal underworld, Raul constantly scouts talented up-and-coming criminals for his heist crews. He appears on GTA VI's official cover art in a white suit and purple shirt, and becomes closely linked to Lucia and Jason as the one who draws them into higher-stakes heist work.
Raul Bautista is the most structurally interesting name in the supporting cast, because he is the one who does not fit either of the two main clusters.
The character who raises the stakes
Crime stories need someone who represents the next tier — the person whose jobs are bigger, better paid, and considerably more likely to go wrong. In GTA that character is usually the hinge between the early game and the point of no return.
Raul is positioned as the pull toward the big jobs. That is a different role from the Keys crew, who represent Jason Duval's existing obligations, and different from the Vice City business figures, who represent the money already made.
Why that position is usually dangerous for the protagonists
This is pattern-reading rather than confirmed plot, and it should be taken as such. But the character offering the escalation has historically been the character whose jobs cost the most. GTA 5's heist structure worked that way; so did the arc of nearly every previous entry.
For a story explicitly built around two people trying to get somewhere better, a figure who offers the shortcut is exactly the pressure the plot needs.
What Rockstar has and has not said
Confirmed: Raul is part of the announced cast and is associated with the larger-scale criminal work rather than the Keys or the Vice City business scene. Not confirmed: his loyalties, his fate, whether he is an antagonist, and how the heist structure of the game works at all.
The August 27 Extended Look shows him in the action, including a police chase, but still without any detail about his loyalties or where his story goes. Any article describing Raul's heists in detail is describing something nobody outside the studio has seen.
